Branded pages for the local proxy (#2282)

* Restyle the proxy's landing and not-found pages

The pages the local proxy generates itself now share one template set
with the Astro look: the New Moon palette in dark and light, a starfield
and the orbit motif, and nothing loaded from the network.

What differs between the tools serving these routes is copy, so it is
data: Proxy.Pages carries the landing page's title and the sentence that
says how to start a project. The zero value is the CLI's. A host that
wants its own name no longer has to carry its own markup, which is how
two near-identical copies of each page came to exist.

The not-found heading keeps its exact markup, since the 1.x takeover
recognizes an astro proxy by it.

* Show a branded page while a project's Airflow is starting

With no ErrorHandler, a request the proxy could not deliver got a line
of plain text. A browser opening a project that is still booting, or has
stopped, now gets the "Preparing for launch" page instead, which polls
its own URL and reloads once the backend answers. It is still a 502.

Only browser navigations to an unreachable backend get it. API clients
(af, curl, Airflow's own fetches) keep the plain-text 502, and so does a
failure inside the proxy's own handling, so that a running project with
a broken hook is not described as one that is starting up.

RenderUnavailable is exported for a host that serves Airflow outside
this proxy: the desktop's iframe proxies.

* Show the launch page for a restarting container, not for a hook's own failure

A Docker project's published port stays open while the Airflow container behind it restarts, so the connect succeeds and the connection is closed at once. The transport reports that as a bare EOF, which is not a net.Error, so a browser got plain text instead of the launch page. It now counts as unreachable.

The check also got narrowe... (continued)
