Make executor timeout configurable (#6878)

* Make executor timeout configurable

Add events.execution_timeout to the server config, defaulting to the existing 5 minute timeout. A GetExecutionTimeout accessor falls back to the default when the value is not positive.

Fixes #6282

* Remove execution timeout accessor

Drop the config accessor and the exported engine constant as suggested in review. The handler constructor is now the only place that checks for a non-positive timeout.
