Test Python 3.15 compatibility across packages (#806)

## What changed

Run each package's unit tests on Python 3.15, including the dev CLI.
Update the locked native dependencies so the workspace installs on 3.15,
and update basedpyright for Pydantic's newer type annotations.

Keep workspace Pydantic below 2.14 because LlamaIndex Core's chat-store
serializer passes `SerializationInfo` as the wrap handler's `index_key`.
Pydantic 2.14 rejects that argument and breaks chat-memory serialization
during pause/resume. Pydantic 2.13.5 builds on 3.15 and preserves
serialization.
