feat: Members tab on Registrations to move a member between groups and positions (#69)

A third tab on the Registrations page lists every member with their home
group (and whether they are its GSR) and the position they hold with its
rotation date, filterable by name, group or position.

Move opens a new Move Member page: pick a group (or none) and GSR, a
position (or none) and rotation date, then confirm a summary of the
changes. It writes to the local database like Edit Group / Edit Position,
so reconcile sends the change to Unity when the meeting is finished; a
clear goes as Unity's "none" since #68. Registration state is untouched.
