Refresh shared Docusaurus maintenance tooling (#1421)

## Motivation

Refresh OmegaConf's generated Docusaurus maintenance artifacts from the canonical producer. Resolve published compatible security patches when pnpm leaves findings, attribute retained fixes to their original advisories, and report local override blockers. Preserve package policy and restore recognized package files after failed commands.

The publisher marks failing candidates as draft before pushing their updated head and supports an optional repository-scoped GitHub App token for both pushes and PR API calls. App setup remains optional; the existing workflow token is used when it is unconfigured. Update two native fixtures for the shared implementation.

Generated artifacts were refreshed through the producer, without direct edits. Site content, dependency declarations, lockfile, overrides, audit cadence and deployment behavior are unchanged.

### Contributing guidelines and design alignment

Contributing guidelines reviewed. This maintenance refresh was requested and approved by the maintainer. No product release fragment is required.

## Test Plan

- 392 generated maintenance tests and 67 native focused tests passed.
- Repository suite: 9,286 passed, 362 skipped.
- Ruff lint/format, Pyrefly and public type coverage passed.
- Frozen pnpm installation, production website build, 11 website tests, 110 documentation examples and API snapshot checks passed.
- Canonical producer identity check passed.
