test(agent): time settle on an idle browser (#991)

The upper-bound settle tests ran concurrently with the other 60 tests in
the file, all sharing one Chrome. The two that start their clock right
after setContent measured that contention instead of settle: 31ms alone,
150-175ms in the full file locally, 506-581ms on the CI runner against a
500ms limit.

Run the five "does not wait" timing tests serially, before the concurrent
batch, so the bound measures settle. Full package under c8, three runs:
settle button 19-34ms (was 148-175ms), static meter 40-42ms (was 320-366ms).
