Parse OSC 8 hyperlinks in ANSIText and Terminal (#1419)

ANSIText and the vterm Terminal turn OSC 8 into AttrSpec.hyperlink, and
handle control characters in escape sequences as tmux does.

- SGR, ESC[0m included, keeps the link; an OSC 8 urwid refuses, or one
  too long to buffer, ends it. vterm leaves erased cells unlinked.
- Inside an OSC string, C0 controls other than BEL, ESC, CAN and SUB are
  ignored; after an ESC they are executed and a backslash still ends it.
- A control inside another escape sequence is executed and the sequence
  continues, in one_line mode on the next line.
- VT and FF are line feeds; other unexecuted controls are ignored, so
  ANSIText.text and the vterm screen no longer contain them.
- vterm decodes an OSC body in its output encoding and refuses a title
  that is not valid in it, as tmux does.
- New helpers: ansi_parser.resolve_osc_hyperlink, attrspec_with_hyperlink
  and OSC_IGNORED_CONTROLS.
