feat(processing): enable NLP actions for text questions by removing feature flag DEV-2881 (#7693)

### đŸ“Ŗ Summary

Text questions can now be translated and analyzed in qualitative
processing for everyone. They were previously available only behind a
feature flag.

### 💭 Notes

Removes the `nlpTextActionsEnabled` feature flag. Everything it gated is
now always on:

- **Data table:** text cells always show the "Open" button, and the
"View details" dialog always offers to open Processing (when the
question has an xpath).
- **Processing:** `isNlpSupported` treats text questions as supported,
so they're listed in the header question selector. `hasAnalysisSource`
always lets a text question with a non-empty answer use that answer for
automatic analysis, without needing a transcript.

The flag was frontend-only, so there's no back end change. Tests that
toggled the flag were updated: the "flag off" cases are removed and the
"flag on" cases are now the default.

### 👀 Preview steps

1. ℹī¸ have an account and a project with a text question and at least
one submission
2. make sure the `nlpTextActionsEnabled` feature flag is not enabled
(e.g. use a fresh browser session)
3. open the Data Table and look at the text question's column
4. 🔴 [on main] notice that the cells have no "Open" button
5. đŸŸĸ [on PR] notice the "Open" button; click it and notice that
Processing opens for that text answer
6. open the question selector in the Processing header
7. đŸŸĸ [on PR] notice that the text question is listed
8. go to the Analysis tab, add a qualitative analysis question and
notice the "Generate with AI" button is available
