fix: standalone binaries follow-up (serve, new:site, release memory) (#2504)

* fix(release): give phpacker enough memory to load PHP binaries

PHP binaries with intl (ICU) are ~80 MB and phpacker loads them in memory.

* fix(new:site): make demo files writable

Files are read-only (0444) in the Phar and `mirror()` kept these
permissions: demo pages couldn't be edited and, on Windows, rebuilds
failed to remove static files (e.g.: "Failed to remove file favicon.ico").

* fix(serve): support standalone binaries

- Run the build process with the binary itself, not through PHP
  (`php cecil.exe build` failed with "PHP Parse error: unexpected
  character 0x00")
- The PHP built-in web server is not embedded in the binary: use the
  local PHP executable, or fail with an explicit message without it
- `PhpExecutableFinder::find()` returns an empty string under the micro
  SAPI, so check for a falsy value instead of `false`
- Document that `serve` requires PHP with the standalone binary

* test: make build ID uniqueness test independent of machine load

The test required at least 3 builds within 1.5 s, which failed on a
loaded machine. Run a fixed number of builds instead.
