feat: build, test and publish standalone binaries with phpacker (#2503)

* docs(api): regenerate API documentation for doctor findings table trait
* feat: build, test and publish standalone binaries with phpacker
- Release workflow: package `cecil.phar` with phpacker for Linux, macOS
  and Windows, smoke test each binary on its platform (including the GD
  image driver), attest provenance and attach binaries to the release
- Do not register `self-update` in standalone binaries (micro SAPI), as
  it would replace the executable with the downloaded Phar
- Add `Platform::isStandalone()`
- Align phpacker `memory_limit` with the value enforced by `bin/cecil`
- Document standalone binaries (installation, README, cecil skill)
