refactor(Autocomplete, MultiSelect): find options by value through a shared util (#1638)

Add findOptionByValue to util/option-tree: it finds the first option whose value, compared as text and exactly, equals a value, falls back to the label for an option without a value, finds disabled options and never matches a group. ComboboxBase._findOptionByValue and the Autocomplete value seed use it, and the React and Vue Autocomplete take it from @coreui/coreui-pro/utils/option-tree, so the three editions find an option by value the same way. The Autocomplete docs now say that value is matched against the option values as text.
