Complete removal setup/teardown/etc from test/unit (#3475)

### Summary

Remove the last two setup/teardown/etc items from `test/unit`, making
`TestAccountManager` and `TestDataSerialization` pytest-only:

* add two reusable `registry` and `responses` fixtures which replicate
`@mock_responses`
    * includes adding a marker 
* add a specific `tmp_path`-based fixture for temp file handling
* fix some invalid `no_envs` usages
