Remove IBMIntegrationJobTestCase, make subcases pytest specific (#3473)

### Summary

Remove `IBMIntegrationJobTestCase`, making all the test cases that used
them `pytest`-specific:

* add a new reusable fixture `submit_bell_job`, which takes care of
submitting a job and cancelling when a test ends
* promote `backend_test` to reusable fixture, as it is also used by the
cases involved in this refactor
