fix(regex): a negated class in a case-insensitive group excludes both cases

`(?i:[^a])` matched `a`. The group is folded after it is parsed: every set
gets the other case of its ASCII letters added. For a negated class the set
at that point is already the complement, which holds `A`, so folding put `a`
back, and the class excluded nothing.

A negated class inside `(?i:...)` now folds its contents before taking the
complement. The fold of the group afterwards leaves it unchanged, since the
complement of a set closed under folding is closed too.
