fix(bigint): size the decimal parse buffer with an upper bound of log2(10) (#4382)

On wasm-gc, `from_string_dec` sized its limb array as `len / DECIMAL_RATIO`
bits with `DECIMAL_RATIO = 0.302`, i.e. about 3.311 bits per digit, below
log2(10) ~ 3.322. Long inputs got too few limbs and the carry out of the
top limb was silently dropped, so runs of nines were misparsed from 3150
digits on (every length from 5983 on).

`DECIMAL_RATIO` must stay an upper bound of log10(2) for `to_string`, so
add a separate `BITS_PER_DECIMAL_DIGIT = 3.322` for parsing and leave the
digit loop unchanged.

Fixes #4345.
