Emit app.launched and signal overlay open/close (#736)

a script that keeps pages in overlays had no launch hook and no event for an overlay opening or closing, so it had to poll the tree. This adds both.

**app.launched** is a new event kind, emitted once per app run after `hooks.conf` is loaded and the control socket accepts connections. A line `on app.launched <cmd>` in `hooks.conf` runs a script once per launch, which is where it can recreate what a relaunch does not restore. A launch whose socket could not be bound emits none, also when the socket binds later.

**tree.changed** now also fires when an overlay slot changes: a program, page, pane overlay or HUD opening or closing, a reservation for an overlay shown on another Mac taken or freed, and a pane overlay moved or removed by a split close, a promotion or a pane swap. `session hud update`, a remeasure and a refused open stay silent. It is coalesced over 100 ms per window as before, so it says the tree moved and not what happened.

a hook on `tree.changed` that calls `session hud open` unconditionally loops, since opening replaces the panel and emits the kind again. The docs say to open only when no HUD is up and to update otherwise.
