feat: Add support for union types (#210)

### Added

- `setup-oxdock` grows `source: local`: build the engine from the caller's checkout with cargo instead of downloading a release installer, so unreleased DSL is testable before any tag exists. The release workflow packs with its own source, so a broken `ARCHIVE` fails the pack before anything publishes.
- Union types (`STRING|PIPE`, `LIST<STRING|PIPE>`): declarations, aliases, and function signatures admit member sets with subset-based static checks. Members keep written order and render `|`-joined; bare `LIST` and `MAP` still require shapes as members.
- `#[union(...)]` signatures on boundary adapters: `INT()`/`FLOAT()`/`PARSE_BYTE_COUNT()` admit `INT|FLOAT|STRING`, path functions admit `STRING|PATH`, `TO_JSON()` admits `STRING|INT|FLOAT|BOOL|LIST|MAP`, and `MAP_TO_MD_TABLE()` admits `MAP<ANY>|LIST<MAP<ANY>>`. Consumers (`FORMAT_BYTE_COUNT()`, `FORMAT_DURATION()`, `SEMAPHORE_NEW()`) stay strict `INT`: strings parse only through the explicit converter.
- `INT()` admits `BOOL` as 1/0: converters widen explicitly at the boundary while consumer slots stay strict.
- `#[record(...)]` closed record parameters: `PACKAGE_VALUES_JSON()` takes `MAP<name: STRING, description: STRING>` with missing and extra fields failing at the boundary; `CARGO_PACKAGE()` and `WORKSPACE_PACKAGE()` return fixed records. Option values enforce their declared tags in `check_options`, and the nine hand-rolled option readers are replaced by the compositional rule (declare the tag, one `check_value_at` pass, direct reads): NET `timeout` options admit `DURATION|STRING`, `headers` enforces `MAP<STRING>`.

### Changed

- Integer slots are strict: strings and floats no longer coerce into `INT` params, `LET`/`SET` bindings, or union members. Callers convert explicitly (`FORMAT_BYTE_COUNT(INT($raw))`); the static pair table and the runtime coercion agree, so neither promises what the other rejects.
