Add private schema-only override validation (#1418)

Add experimental._validate(cfg, overrides, *, resolve=False) for strict validation of supplied fields against an existing OmegaConf container. Reuse shared node validators without materializing structured defaults or invoking their factories, and enforce destination types independently of source flags and node subclasses.

Validate requested interpolations in a private patched graph that retains ancestor context and isolates resolver caches, parents, metadata and flags. Preserve ordinary resolver callback and create/merge behavior. Cover dataclass and attrs schemas, partial patches, typed containers and unions, strict primitive types, failure paths and input isolation with focused regression tests.
