test(config): Fix the flaky config file watcher tests

- Wait two retry periods for the first config after the file appears: the watcher polls for a missing file once a retry period.
- Close the daemons of the watcher and poller tests in a defer, so a failing test does not leak goroutines into the rest of the suite.
