Move the equality comparison into eq.h (#1787)

## What do these changes do?

Moves `md_eq()`, `md_eq_to_mapping()` and their helpers out of
`multidict/_multilib/hashtable.h` into a new `multidict/_multilib/eq.h`,
unchanged. Only `_multidict.c` calls them. The pure-Python backend is
unaffected.

## Are there changes in behavior for the user?

No. The emitted code is identical: `tools/codegen_diff.py` reports 0
differing functions against the merge base on 3.11, 3.14 and 3.14t.

## Is it a substantial burden for the maintainers to support this?

No; `hashtable.h` shrinks by 240 lines.
