Report the qiskit-ibm-runtime-c version in the user agent (#44)

The default user agent identified this package and its version, but not
the version of the underlying C library, which is the component whose
behavior the platform actually sees.

Append it in parentheses, giving e.g.

    QiskitIBMRuntime.jl/0.3.1 (qkrtc 0.39.0)

The version is read at run time via `pkgversion`, so it reflects
whichever JLL actually resolved rather than one fixed at precompile time.
JLL versions carry a trailing build number (`0.39.0+0`) that reflects
only the packaging of a given upstream release, so that part is dropped.
