refactor(scss)!: read the theme slot on the property in every component (#1619)

Every component reads the --cui-theme-* slot on the property with its own token as the fallback, so outside a variant class the theme wins over a component colour token and a page-wide token only changes the unthemed look. Variants and validation states re-declare only what they set; a theme on a single stepper step tints the active indicator again; the alert is rounded with --cui-radius-7 and its <hr> follows the border. --cui-alert-border and --cui-stepper-step-indicator-active-bg are removed.
