[#539] Remove footer message in LoginForm (#540)

* [#539] Remove footer message in LoginForm

Remove account disclaimer text from UI components and snapshots

* [#539] Add spacing between dashboard header and content grid

Introduce 16px top margin between the dashboard view header and the grid or empty state when no filter bar is present. When a filter bar exists, it provides its own spacing as part of the unified white band with the header. [#524]

* [#539] Filter out monitoring forms from user form assignments in AddUser

Add logic to exclude monitoring forms (forms with a parent) from the user's form selection in the AddUser component. Monitoring forms are automatically added by the backend and should not appear as selectable options or be persisted separately. Implement `withoutMonitoringForms` helper function to filter these forms when loading user data and when the forms list updates. Include unit tests to verify monitoring forms are correctly filtered while preserving registration forms and unknown form IDs.
