Fix Docusaurus audit reporting and validation signals (#1417)

Preserve an existing dependency PR's branch and report when a later audit
produces no changes. Publish failed frozen-install or production-build
candidates as drafts, retain their report, and fail the workflow after
publication. Successful reruns leave existing drafts for human review.

Summarize all changed locked version sets, including transitive additions
and removals, and include candidate dependency-file SHA-256 hashes. Retain
successful command output and warnings in grouped workflow logs. Remove
skip-ci commit markers so normal PR checks and post-merge CI/deployment
remain enabled without editing squash messages.

Regenerate shared maintenance files from the repaired local AWD producer
and update regression and integration coverage. Keep dependency inputs,
remaining-advisory policy, site content, and deployment configuration intact.

Validation: 342 focused tests; 9,329 complete-suite passes and 362 skips;
Ruff lint/format, Pyrefly types and 100% public coverage; frozen website
install and production build; byte-exact producer checks and no-change
reruns. Full deep review and a fresh independent Sol stamp found no issues.
