Follow up OmegaConf 2.4.0 release and restore coverage reporting (#1413)

Advance main to 2.4.1.dev0 using the existing version producer and refresh the Next landing page and API metadata. Add the 2.4.0 website announcement, update README release links, remove the completed organization move notice, and shorten the docs badge label.

Replace the old Python Coveralls client with the checksum-pinned reporter directly in CircleCI using coverage.xml. Keep the mandatory local 100% coverage gate and the existing best-effort external upload behavior.

Validation: 9053 tests passed (362 skipped), focused release and website tests passed, Nox coverage reached 100%, CircleCI configuration and exact reporter probes passed, and website build, API generation, examples, Ruff, and Pyrefly passed.
