refactor: Clean up codebase before the v2 release

- Guard the DNS resolver's domain map with a mutex and stop every resolver thread on Close.
- Resolve domains without the CNAME lookup that blocked resolution on failure, and skip unparsable addresses.
- Fix the CDS client poll deadlock on shutdown and on concurrent errors.
- Make the rate-limited log writer's suppressed counter atomic and return the full length written.
- Resolve tunnel peers and TURN servers through the configured transport.Net.
- Close the TLS conn of a failed TURN-TLS dial.
- Cap the local relay port at 65535 in the dialer.
- Fix the stopping sequence in the stunnerctl config watcher.
- Make stunnerctl --verbose mean all:DEBUG, fix the stunnerd help text, the icetester address regex and apiVersion.
- Remove dead code: rt.LicenseManager, the ErrRestartRequired sentinels, Endpoint.Network, test helpers and commented-out code.
- Test the restart signal through ErrRestarted instead of the unused runtime.ErrRestartRequired sentinel.
- Describe the filter no-match semantics, the inert routing policy, cluster endpoints and the reconciler phases as they are.
- Fix the mangled capitalization of log and error strings, and typos.
- Fix broken links and anchors in the docs, and drop the turncat history.
