Commit Message

feat(api): Move the load-balancing policy to the L4 server

- Drop routing_policy from the cluster config: clusters do not balance.
- Add lb_policy to the l4 server block, default ROUND_ROBIN.
- Rename the RoutingPolicy enum to LBPolicy and drop ORIGINAL_DST, which balances nothing.
- Build the L4 server's balancer from its lb_policy and swap it in place on a policy change.
