Drop Python 3.10 support (#1777)

<!-- Thank you for your contribution! -->

## What do these changes do?

Drops Python 3.10, which has reached end of life. `requires-python`
becomes `>= 3.11`, the `typing-extensions` dependency and the 3.10 CI
legs go away (PyPy moves to 3.11), and ruff targets `py311`. The C
extension loses its `PyType_GetModuleByDef()` fallback for pre-3.11
interpreters, so the compiled code on 3.11+ is unchanged. `Self` and
`assert_never` are imported from `typing` directly, and comments that
mentioned 3.10 are updated.

## Are there changes in behavior for the user?

Yes, multidict no longer installs on Python 3.10.

## Is it a substantial burden for the maintainers to support this?

No, it removes code.

<details>
<summary>Agent run details (optional, for reviewers)</summary>

All on CPython 3.11.13:

- C extension: `pytest -q -m "not leaks and not hypothesis"`, 4251
passed
- Hypothesis: `pytest -q -m hypothesis`, 142 passed
- Pure Python: `MULTIDICT_NO_EXTENSIONS=1 pytest -q --no-c-extensions -m
"not leaks and not hypothesis"`, 1683 passed
- `pre-commit run --all-files` and `make doc-spelling`: clean
- pip on 3.10.17 refuses the package (`requires a different Python`)

`tools/check_inlining.py` was not run; the only C code removed sat under
`#if PY_VERSION_HEX < 0x030b0000`.
