devkit: route infra and CI skills and guard against wrong-dialect picks

Review follow-up to open stack detection: give senior-dev a slot for the infra, CI, and tooling skills Step 1 can now detect, and prefer one over a second language skill under the cap. Detect shell scripts by dialect and use a stack-specific skill only when it matches, so bash scripts never get the fish skill. Clarify that manifests stay a fallback signal and that a keyword with no discovery hits contributes nothing; re-pad the Step 3 table.
