chore(builtin): deprecate Bool::to_int16

`Bool::to_int16` is the last non-deprecated `builtin` API that mentions
`Int16`. There is no `Int16::from_bool`; point users to
`Int16::from_int(b.to_int())` instead, and move the function to
`builtin/deprecated.mbt`.
