chore(deps): Update dependencies, and unblock the Angular set

`rman deps -u` had been failing, and the reason was in `packages/angular`:

    Could not resolve dependency:
      dev @angular/platform-browser@"^22.2.2" from @opra/angular@1.32.1
    Conflicting peer dependency: @angular/core@22.2.2
      peer @angular/core@"22.2.2" from @angular/platform-browser@22.2.2

Angular's packages pin their siblings to an exact version rather than a
range, so the set can only move as a whole. `@angular/common` and
`@angular/core` were the only two with no range of their own — declared
nowhere but in `peerDependencies`, as the deliberately loose
`>=18.0.0` a library owes its consumer. They reached the tree solely to
satisfy a sibling's peer, which the lockfile recorded plainly:

    "node_modules/@angular/core": { "version": "22.2.1", "peer": true }

`>=18.0.0` accepts anything, so npm had no reason to move them. Bumping
`platform-browser` to 22.2.2 then asked for `core@22.2.2` exactly, while
`common@22.2.1` still asked for `core@22.2.1` exactly, and nothing could
move `common`. Two exact pins on one package, irreconcilable.

Both are devDependencies now, which is what every other Angular package
here already was: the peer range stays for consumers, and building and
testing this package locally gets a concrete version that rman can keep
in step with its siblings. The whole set resolves at 22.2.2.

The rest is the routine update that failure had been blocking: express
5.2.1 → 5.3.0 across eleven manifests, valgen 7.0.3 → 7.0.4 across
eight, postgrejs 3.13.0 → 3.14.0, and the root's own tooling.

`rman deps -u` writes manifests only, so the lockfile is regenerated
here with them rather than left a release behind.
