[1.8] CodeQL: analyze every pull request, without a build when no code changed (#2013)

Backport of #1996. Every run analyzes: a pull request that changes neither src/ nor tests/ gets the build-mode none scan, code changes, pushes, merge groups and the weekly run build for the full analysis. Actions are SHA-pinned as on main. Keeps 1.8's trap-caching: false (#2002). With this, the 1.8 ruleset can require code scanning results the way main's does.
