refactor(uint): move UInt::to_int64 and Default impl to builtin

Newer compilers reject methods (4059) and trait impls (4061) on a type
outside the package that owns it. `UInt` is a builtin type and `Default`
a builtin trait, so move:

- `UInt::to_int64` -> builtin/uint.mbt
- `impl Default for UInt` -> builtin/uint.mbt
- the deprecated `extend UInt with Default::{default}` -> builtin/extends.mbt,
  next to the other numeric types' deprecated `Default` promotions

No change to the public surface: everything is still reachable as before,
just now from builtin.
