With codeql-action v4.37.9 and the CodeQL 2.27.2 bundle it now fetches, the C++ database finalize aborts: pre-finalize walks trapCaches/cpp/tarballs, which that action version does not create (filesystem_error in recursive_directory_iterator, exit 134). It failed three times on the push of #1999; main, on v4.38.2, passes with the same CodeQL. Pinned by SHA like main.

* 1.8 CodeQL: analyze when the workflow itself changes

So a change to codeql.yml is tested by its own pull request; until now only src/ and tests/ changes ran the analysis on a PR.

* 1.8 CodeQL: no TRAP caching

The action update alone did not help: the crash is CodeQL 2.27.2's C++ pre-finalize walking trapCaches/cpp/tarballs, which does not exist when the restored TRAP cache is empty. Turn TRAP caching off; the cache saves this project little time.
