Add unit tests

The test layer loads the policy ZCML (ftw.labels first, as z3c.autoinclude
does in the instance) and checks every package it includes: imio.dms.mail,
iconified document actions, contact import/export, ftw.labels, the
transmogrifier blueprints, the monitor plugins and the user name logger.
No robot suite: the policy has no UI of its own.
