Migrate to Plone 6.2

Plone 6.2 / Python 3 buildout (imio.dms.mail plone6, the transmogrifier
packages and their dependencies from their Plone 6 branches, as
imio.transmogrifier.iadocs), GitHub Actions on 6.2, Plone 4 dropped.
Version 4.0.0. collective.iconifieddocumentactions, collective.ckeditor and
ftw.labels (collective.labels, through imio.dms.mail) removed; the Python 2
only instance tooling (five.z2monitor, zc.z3monitor, Products.ZNagios,
collective.monitor, Products.DocFinderTab, Products.PloneHotfix20210518,
collective.usernamelogger) removed: Zope logs the user name in the WSGI
access log. pkgutil namespaces. Tests of the removed packages removed.
