Fixed coroutine function subscriber callbacks not being awaited with is_async=False

The event broker ran callbacks subscribed with is_async=False in a worker thread
even when they were coroutine functions, contrary to the documented contract, so
the resulting coroutine was never awaited. The synchronous Scheduler always
subscribes with is_async=False, so coroutine callbacks never ran there at all.

Coroutine functions, including callable objects with an asynchronous __call__()
method, are now always run on the event loop and awaited.
