fix: Use root plural rules for all und tags

Fall back to the plural rules of a tag's language only if the tag
specifies one. For a tag without a language, Base infers one from
likely subtags, so und-UA got the rules of Ukrainian:

    cldr.LocalePluralRules(language.MustParse("und-UA"))

    Before: one, few, many, other (ordinal: few, other)
    After:  other (ordinal: other)

CLDR finds the parent locale of a tag by truncating it, without
inferring a language, so und-UA inherits from the root locale, which
has only "other". Tokenize now rejects the categories it accepted for
such tags, such as "few" for und-UA.

Drop the root rules that gencldr registered for the base language of
und, which Base reports as en and the rules of English overwrote.
