release: 26.3 (#1169)

Stamp the Unreleased section as 26.3, bump the version and relock, so uv.lock
names 26.3 too.

The section gains entries for five changes that touched nothing in src/ and so
had none: the zizmor workflow hardening (#1155), coverage report in CI (#1156),
the invisible-character lint (#1149), the AI assistance policy (#1148) and the
CLAUDE.md shim (#1146). The Dependabot bumps since v26.2 only move development
dependencies and stay out. Entries are reordered into the categories
MAINTAINING.md prescribes: dropped cycles, features, tooling, then everything
else.
