Remove .github/stale.yml (#1168)

No other Zostera package carries it. Shared repository configuration is either
in all five or in none, so it goes out.

Supporting detail rather than the reason: the file configured the Probot Stale
app, deprecated upstream and archived on 2023-05-20, with actions/stale named
as the replacement. Nothing runs it today.

It did work once. Added in 164d046 (2019-11-13), last edited in 82a4f03
(2020-03-18), it closed a batch of issues in late 2019 and early 2020 with its
own comment and a wontfix label, the most recent on 2020-04-08. So this removes
something that was real, not boilerplate that never fired.

Not replaced with actions/stale, which would be a fresh decision rather than an
inherited one. The old config labelled inactivity as wontfix, which says
something different to the person who filed the report, and this package is in
maintenance mode where auto-closing untriaged reports loses signal.

Nothing in the repository references the file. The .github directory now holds
the same file set as the other four packages.
