feat(settings): lock a keyboard layout while a terminal has the keyboard (#727)

Settings > Key Mapping > Lock in terminals picks one enabled macOS keyboard layout. While a terminal surface has the keyboard agterm selects it and switches back any manual change; the earlier layout returns when focus moves to another app, a web overlay or a text field, and on quit. Off by default. Covers the quick terminal, which takes the keyboard without activating the app. GUI-only: no control command.
