Adding code for release binary workflow (#851)

#### Description

Introduce a binary release workflow
(`.github/workflows/binary-release.yml`) and packaging script
(`scripts/create-binary-package.sh`) to publish pre-compiled binaries
(`committer`, `loadgen`, `mock`) as `*.tar.gz` release assets with
SHA256 checksums alongside container image releases.

Key changes:
- Added `release-bins` target to `Makefile` to cross-compile `./cmd/...`
for target OS/architectures.
- Added `scripts/create-binary-package.sh` to compile binaries and
package them with the `LICENSE` into
`fabric-x-committer-${TARGET}-${VERSION}.tar.gz`.
- Added `.github/workflows/binary-release.yml` with multi-platform
matrix builds (`linux/amd64`, `linux/arm64`, `linux/s390x`,
`darwin/amd64`, `darwin/arm64`), sha256 checksum generation, and
automated GitHub release publishing on tag push or manual workflow
dispatch.
