Assigning to a builtin name shadows it in every evaluator (#531) (#541)

* Assigning to a builtin name shadows it in every evaluator, as in Python (#531)

The CSE machine (and so the e-stepper) no longer rejects the assignment, pvml
falls back to the builtin when a module-level name is not (yet) a global, and
a call of a non-function says "'int' object is not callable" as py2js does.
