Keep a logger set on one API from replacing every other API's

`logger` stored the logger in InheritableSetting.global, a Hash shared by
the whole process, so the last API to set one decided where every API
logged. It was a per-class value with a clone for subclasses until the
2014 settings refactor moved it into the global settings.

The logger is now a nearest-wins setting on the API's top-level settings:
it applies to the API it is set on and to the APIs mounted under it that
set none of their own. Only the default stays process-wide, so a level set
on it at class level still reaches every instance the API is mounted as.
The clone each new API instance took of its parent's logger is dropped:
it wrote the global setting and would now cut a mounted API off from the
logger it inherits.
