Find the platform cache directory with platformdirs (1.25.0)

appdirs is deprecated and has had no release since 2020. platformdirs
gives the same paths, with two version-dependent differences that
datacache now pins down so a location never depends on which
platformdirs another package pulled in:

- macOS always uses ~/Library/Caches, as appdirs did. platformdirs 4.6+
  honours XDG_CACHE_HOME there, which would move existing caches and
  differ between Python 3.9 (platformdirs <= 4.4) and 3.10+.
- A relative XDG_CACHE_HOME falls back to ~/.cache, as platformdirs
  4.11.8+ does; appdirs and older platformdirs made the cache follow the
  working directory.

Requires platformdirs>=3.0, which CI's minimum job now pins.
