ipmitool: add the chassis reset, identify and settings commands

Add 'chassis reset', 'chassis identify [<seconds>|force]', 'chassis
policy {list,always-off,previous,always-on}', 'chassis restart-cause',
'chassis poh', 'chassis capabilities', 'chassis buttons' and 'chassis
cycle-interval <seconds>'. identify and policy follow the syntax of
ipmitool.

'chassis buttons' prints the state of the front panel buttons, and
enables or disables the given buttons. All buttons are set at once, so
the state of the other buttons is read from the chassis status and
kept. The button names are checked by a type function instead of
choices: with nargs='*', Python < 3.12 checks the empty list against the
choices and fails for 'chassis buttons' without arguments.
