feat(cflag): wrap usage definitions in {[...]} so desc may contain ';'

The desc;required;shorts form splits on every ';', so a desc like
"disable writes; MCP is limited;;ro" lost text and showed the alias as
"--;ro". A usage ending in {[required;shorts]} now carries the definition
explicitly and keeps ';' in the desc. The ';' forms are unchanged. README
(en/zh) documents the new form.
