fix(strutil): RuneWidth counts combining/format runes as 0 and ambiguous/neutral as 1

Combining marks (U+0301) and format characters (ZWJ) returned 2 or 1,
East Asian Ambiguous runes (é, Cyrillic, box drawing) returned 2 and
Neutral runes (Arabic) returned 0. Control, Mn, Me and Cf runes are now 0
columns, Wide and Fullwidth 2, everything else 1, as modern terminals render.
