Fix project-file recognition heuristics (#29)

* fix: correct file-relevance recognition bugs

Recognize CMakeLists.txt, case-insensitive justfile names, Windows
separators, nested test files, and missing lockfile and manifest
basenames. Publish ROOT_MANIFESTS and LOCKFILES for downstream copies.
