Add skiplast for trailing table rows (#728)

Closes #216.

Add `skiplast(table, n)` and the corresponding table method for removing
trailing rows, such as summary or footer records. Like `skip()`, it
operates on the complete row stream, including the header. It reads the
source once and buffers the pending tail instead of materializing the
table.

The API documentation and executable example cover zero counts and
inputs shorter than the requested tail. Tests cover repeated iteration,
table chaining, empty input, streaming consumption, and invalid counts.

The core run reports two existing SQLite cleanup warnings. Ruff reports
the same 11 pre-existing findings in the implementation/test files on
the base and this branch; this PR preserves the existing Python
2-compatible style.
